The account whem in the enclosure to Mr. S. ".
Hughes of the Shipping Liquidation to the Under Secretary of State 1. F./1064025 shows that they have separated the socounts between Rails and Anition plus rolling «tock; and I therefore presume they desire us to settle with the American Consul General over the rails. It is also obvious that no oredit has been given to the owners of the rails for the rails sold to the Kowloon Canton Railway and private
firms.
The statement given in the "Statement of Charges on Rails paid to Hongkong and Kowloon Whart & Co."(See Enclosure 2 to Governor's despatch No.443 of 7th December, 1921) shows the proportion of expenses to be born by the
reils.
The whole consigment of cargo ex S. 8. "Tokuyama Maru" was at first considered as one account.
The Ammunition and rolling stock were forwarded on and the rails were handed over to the United States of American! Consul-General on payment of 875,131.41.
I attach statement "A", which shows the accounts for each year split up between rails and ammunition etc., and statement "B" showing the account for Ammunition which agrees with the account forwarded by the Board of Trade and account "0" showing the rail account There is a sum of $66,624,09 in the hands of the Government | which I would suggest be handed to the Consul General for the United States of America. It represents the value of the rails taken over by the Kowloon Canton Railway and other firme and final adjustments.
